कोरोना से अनाथ हुए बच्चों को, योगी सरकार की बाल सेवा योजना देगी राहत

In UP, the idea of increasing or eliminating the maximum age of children orphaned from Corona from 18 to 23 years and the income of parents (caretaker) from two lakh per annum has started. In this regard, the Department of Women Welfare is brainstorming on amendments in the provisions of the scheme. After getting the green signal of the Chief Minister, the revised proposals can be approved by the cabinet again. At present, the age limit of orphan children is 18 years and the maximum income limit of parents is fixed at Rs 2 lakh per annum under the Chief Minister Bal Seva Yojna. In fact, the department believes that there are students above 18 years of age in the state who have become orphans due to Corona and are pursuing higher education. At the same time, the government also believes that the parents who take care of the orphan children will have their own responsibility. So they do not have to face financial problems. In view of the feedback received after the implementation of the scheme, the Chief Minister has also expressed his intention to give benefit of the scheme to maximum number of people in several meetings. A high official of the department says that earlier there was a proposal to keep the age limit at 23 years, but due to lack of consent, the age was fixed at 18 years.

यूपी में कोरोना से अनाथ बच्चों की अधिकतम आयु 18 से बढ़ाकर 23 वर्ष और अभिभावकों (केयरटेकर) की आय दो लाख प्रतिवर्ष से बढ़ाने या खत्म करने पर विचार शुरू हो गया है। इसको लेकर महिला कल्याण विभाग योजना के प्रावधानों में संशोधन पर मंथन कर रहा है। संशोधित प्रस्तावों को मुख्यमंत्री की हरी झंडी मिलने के बाद इसे दोबारा कैबिनेट से मंजूरी दिलाई जा सकती है।

अभी मुख्यमंत्री बाल सेवा योजना में अनाथ बच्चों की आयु 18 साल और अभिभावकों की अधिकतम आय सीमा 2 लाख रुपये प्रतिवर्ष निर्धारित है। दरअसल, विभाग का मानना है कि प्रदेश में 18 साल से अधिक उम्र वाले ऐसे भी विद्यार्थी हैं, जो कोरोना के चलते अनाथ हो गए हैं और वह उच्च शिक्षा ग्रहण कर रहे हैं। वहीं सरकार का भी मानना है कि अनाथ बच्चों की देखभाल करने वाले अभिभावकों के पास खुद की भी जिम्मेदारी होगी। ऐसे में उन्हें आर्थिक दिक्कत का सामना न कराना पड़े। योजना के लागू होने के बाद मिल रहे फीडबैक को देखते हुए मुख्यमंत्री भी कई बैठकों में योजना का अधिक से अधिक लोगों को लाभ देने की मंशा जाहिर कर चुके हैं। विभाग के एक उच्चाधिकारी का कहना है कि पहले ही आयु सीमा 23 वर्ष रखने का प्रस्ताव था, लेकिन सहमति नहीं बन पाने के कारण आयु 18 वर्ष निर्धारित की गई थी।

महामारी से अब तक 359 अनाथ

कोरोना की तीसरी लहर बच्चों के लिए घातक होने की आशंक जताई जा रही है। हालांकि, इससे पहले दूसरी लहर ने ही कई बच्चों से उनका सबकुछ छीन लिया है। राज्य बाल आयोग ने प्रदेशभर से जो रिपोर्ट ली है, उसके मुताबिक अब तक 359 बच्चे महामारी में माता-पिता की मौत हो जाने से अनाथ हो चुके हैं। वहीं, 2626 बच्चों के माता-पिता में से किसी एक को छीन लिया है। ऐसे में प्रदेश में अब तक 2985 बच्चे कोरोना से प्रभावित हुए हैं। फिलहाल यह सूची लगातार अपडेट की जा रही है। इन सबके बीच राहत की बात यह भी है कि कुछ जिले ऐसे भी हैं, जहां के लोगों की सतर्कता के आगे कोरोना की एक न चली और बच्चे अनाथ होने से बच गए।
